You need to get your hair cut where it is snapping off. It may be shorter than you want but atleast you'll have healthy hair again. If you want to continue staying blond, only bleach your roots. DO NOT bleach the ends over and over again. If you want to go darker and forget about being blond you will need to go to a salon to get a filler then a darker color. It sounds like your hair is bleached so much that you have stripped all the natural pigment out of it. Simply putting dark hair color over it will not fix it, the color will wash right off since it has nothing to stick to. Also find a good conditioner, get a hair stylist to recommend one. Okay I know how you feel as I once had bleached hair that snapped so much it just felt like it stopped growiing. My best advice is the things I used...
Use an old spray bottle and mix 1 part white distilled vinegar mixed with 3 parts tap water. Yes it sounds disgusting but once sprayed through your hair, use this before bed (that way you wont smell of vinegar, only your pillows will). Once you shampoo your hair again the vinegar smell will go away. Vinegar completely conditions hair and tightens the cuticle of the hair. When the hair is bleached your cuticle is broken and basically wide open. Vinegar will close the cuticle and make the hair more manageable and conditioned, this will stop is snapping and breaking and the hair will start to grow again.
Another product I used was an oil spray I would use on the ends of my hair. Again I would use this before bed and wash it out in the morning, if you used it through the day your hair looks greasy.http://www.amazon.co.uk/Palmers-Olive-Fo/a> -- this also soothes your scalp after bleaching
Also when you bleach your hair again, ONLY do the roots, do not do the lengths and ends it will only break it further. I know we all love the white hair but its not worth it turning your hair to fluff from over bleaching. Use the lowest peroxide along with the bleach powder, using the stronger ones will only break your hair further. You can also use a silver shampoo if the hair turns yellow from using a lower peroxide.

i would advise you darken it up then trim it. No more bleaching at all. Bleach never looks good and your hair is telling you it doesnt like it. start working on good conditioning. A good product that helps to get your hair strong again is called Amla hair oil.
First of all if you were going to go blond, you should have paid to get your hair stripped professionally (anywhere from 100-300$) because it will save your hair in the long run rather than bleaching it literally yourself.
use olive oil products
and try using a relaxer
try a couple hot oil treatments a week until your hair is healthy again.
